Our planners are either chartered members of the Royal Town Planning Institute or licentiate members, as well as members of the Urban Design Group. Jeremy is also a member of the British Institute of Agricultural Consultants.

We work in collaboration with our clients to provide bespoke solutions focusing on delivering successful outcomes and maximising value. Our approach combines local and national knowledge of the property and development industry, providing our clients with an unrivalled understanding of what is required to make their schemes successful.

Laura Adey

Office Manager

Laura Joined Bluestone Planning in December 2020 as our Office Manager and brings over 20 years experience in Office Management, Executive Support and Operations.  She supports us all at Bluestone Planning with a wealth of knowledge surrounding Office Management, Finance , HR and Recruitment.


She ensures the smooth operation of the business and handles most things 'non-planning' related, from ensuring the continuous flow of coffee to all processes and procedures.

Sharon Brentnall

Partner

Sharon Brentnall is a Partner of Bluestone Planning and a chartered member of the Royal Town Planning Institute. Sharon has worked as a town planner and urban designer since leaving University in 1996. Her time has been spent working for both small scale and multi-national consultancies, with a period of five years working for the public sector in development management and sustainable transport policy.

Sharon has dual planning and urban design skills and has been involved in planning and design work relating to large urban extensions and mixed-use schemes, down to small individual residential sites or commercial properties. She has also written residential design guides (including the original guide for Vale of White Horse in 2009, undertaken numerous Conservation Area appraisals, prepared masterplans and many development briefs and urban design frameworks.

In addition to working on behalf of national house builders and developers, Sharon has spent a considerable proportion of time working on large scale projects for and on behalf of Local Authorities and community groups including Neighbourhood Planning.

Sue Etheridge

Consultant Planner

Sue Etheridge is a Consultant Planner to Bluestone Planning and a chartered member of the Royal Town Planning Institute. Sue has worked as a town planner since leaving University in 1987. Sue has worked in public sector planning for almost 30 years working in development management and planning policy. In 2018 Sue moved to the private sector where she has worked as an independent and for Bluestone Planning.


Sue advises on a wide range of planning matters. Her experience ranges from small to medium scale housing schemes, bespoke individual dwellings, commercial and rural developments, including farm diversification and equine schemes. She has also provided planning support to community bodies and the public sector in relation to site appraisals, development plans and neighbourhood planning. Sue has worked on planning statements, site appraisals, certificates of lawfulness and appeals.


Sue has worked in both rural and urban local authorities, primarily in the Hampshire and Berkshire areas and developed a strong understanding of local government planning and the complex issues which can arise.

Jeremy Flawn

Partner

Bluestone Planning was originally established by Jeremy in 2006. He is a chartered member of the Royal Town Planning Institute and British Institute of Agricultural Consultants, with over 25 years’ experience in planning consultancy. Jeremy advises on all aspects of planning, including development plan matters, commercial housing, rural, retail and leisure development, neighbourhood planning, applications, appeals, enforcement and high court challenges.

His clients have included national house builders, developers, local authorities (planning and property functions), asset management companies, charities, action groups, landholding estates and trusts. His experience ranges from small and medium scale housing and commercial schemes to large scale master-planned developments, infrastructure and renewable energy projects and commercial expansion programmes. He has a wide experience of working in many of the local authority areas across the UK.

Ben Flawn

Landscape Technician

Ben is currently undertaking an apprenticeship as a Landscape Architecture Technician.

As well as undertaking planning research for the team, Ben is currently working with other design staff and training in various CAD and GIS programmes to enhance our services and provide landscape advice.

Irene Kaye

Consultant Planner

Irene is a consultant planner to Bluestone Planning and a chartered member of the Royal Town Planning Institute. After obtaining a BSc in Environmental Science in 1997, Irene initially worked as an Environmental Scientist in the Republic of Ireland.

She then completed a MSc in Town and Country Planning from Queens University, Belfast in 2000 and moved to England to work as a Planning Consultant in the private sector (with a spell as a Planning Officer in Cumbria and as a consultant to the RSPB).


Her specialisms lie in the preparation and co-ordination of Environmental Impact Assessments/ Statements,  Sustainability Appraisals, and Strategic Environmental Assessments, as well as undertaking planning applications and appeals.


Irene is also experienced in undertaking Character Appraisals and Design Guides, as well as being a qualified Ecologist.

She has considerable knowledge of the areas along the south coast, central Southern England, Northwest England and Ireland.

Panos Konidaris

Planner

Panos Konidaris is a Planner at Bluestone Planning. Panos joined Bluestone Planning in 2019, following completion of his Royal Town Planning Institute (RTPI) accredited MSc in City Planning at University of Glasgow.

During his time at Bluestone, he has been involved in various projects, including site appraisals, preparing planning statements and submitting planning applications, liaising with local planning authorities and consultants.


Lately, he has become more involved with the neighbourhood plan process, where he is assisting with the preparation of desktop evidence for character appraisals and landscape assessments.

Panos has specific knowledge of the Local Authority areas across Southern England as well as the Scottish planning system.

Lyana Powlesland

Senior Planner

Lyana specialises in both Planning Enforcement and Community Infrastructure Levy matters, successfully representing clients through ongoing cases, appeals and providing formal advice. She has extensive experience in managing planning appeals through written representations, informal hearings and public inquiries, as well as undertaking certificate of lawfulness applications and a wide range of other applications and schemes.


Lyana is a Senior Planner who is currently undergoing her application with the Royal Town Planning Institute to become an Associate Member.


Lyana began her planning career within the Planning Enforcement team at Chiltern and South Bucks District Councils (now Buckinghamshire) and moved to the private sector in 2019, taking on a wide portfolio of work.  She continues to successfully manage a wide range of residential, commercial and agricultural development applications and is clear in her communication between specialists, local authorities and clients.


In recent years, Lyana has worked within the London Area and throughout the rest of the South East of England and has successfully saved homeowners, developers and housebuilders significant sums of money in overall project costs through her mitigative strategies.

Hannah Wiseman

Associate

Hannah Wiseman is an Associate Planner at Bluestone Planning and a chartered member of the Royal Town Planning Institute. Hannah has worked in Planning since leaving University in 2005 and has spent 16 years working within the public sector across several different Local Authorities in that time in both rural and urban districts in the Oxfordshire area. This has provided Hannah with experience and a strong understanding of local government planning, the application of planning policy and complexities of the planning system.


Hannah has experience in development management and enforcement having dealt with a wide range of planning matters including large scale housing schemes as well as small to medium scale housing schemes, self builds, conversions, listed building matters, commercial and rural developments, including farm diversification and equestrian schemes and rural workers dwellings.


Hannah is able to advise on a wide range of both planning and enforcement matters and processes and has worked on planning statements, planning and enforcement appeals, and certificates of lawfulness applications. Hannah also keeps up to date with legislative changes in order to provide the most appropriate and effective advice in terms of relevant application types, changes of use and application requirements.
