Meet the Team

Our planners are either chartered members of the Royal Town Planning Institute or licentiate members, as well as members of the Urban Design Group. Jeremy is also a member of the British Institute of Agricultural Consultants.

We work in collaboration with our clients to provide bespoke solutions focusing on delivering successful outcomes and maximising value. Our approach combines local and national knowledge of the property and development industry, providing our clients with an unrivalled understanding of what is required to make their schemes successful.

Jeremy Flawn

Partner

Bluestone Planning was originally established by Jeremy in 2006. He is a chartered member of the Royal Town Planning Institute and British Institute of Agricultural Consultants, with over 25 years’ experience in planning consultancy. Jeremy advises on all aspects of planning, including development plan matters, commercial housing, rural, retail and leisure development, neighbourhood planning, applications, appeals, enforcement and high court challenges.

His clients have included national house builders, developers, local authorities (planning and property functions), asset management companies, charities, action groups, landholding estates and trusts. His experience ranges from small and medium scale housing and commercial schemes to large scale master-planned developments, infrastructure and renewable energy projects and commercial expansion programmes. He has a wide experience of working in many of the local authority areas across the UK.

Sharon de Brú 

Partner

Sharon de Brú  is a Partner of Bluestone Planning and a chartered member of the Royal Town Planning Institute. Sharon has worked as a town planner and urban designer since leaving University in 1996. Her time has been spent working for both small scale and multi-national consultancies, with a period of five years working for the public sector in development management and sustainable transport policy.

Sharon has dual planning and urban design skills and has been involved in planning and design work relating to large urban extensions and mixed-use schemes, down to small individual residential sites or commercial properties. She has also written residential design guides (including the original guide for Vale of White Horse in 2009, undertaken numerous Conservation Area appraisals, prepared masterplans and many development briefs and urban design frameworks.

In addition to working on behalf of national house builders and developers, Sharon has spent a considerable proportion of time working on large scale projects for and on behalf of Local Authorities and community groups including Neighbourhood Planning.

Hannah Wiseman

Hannah Wiseman is an Associate Planner at Bluestone Planning and a chartered member of the Royal Town Planning Institute. Hannah has worked in Planning since leaving University in 2005 and has spent 16 years working within the public sector across several different Local Authorities in that time in both rural and urban districts in the Oxfordshire area. This has provided Hannah with experience and a strong understanding of local government planning, the application of planning policy and complexities of the planning system.


Hannah has experience in development management and enforcement having dealt with a wide range of planning matters including large scale housing schemes as well as small to medium scale housing schemes, self builds, conversions, listed building matters, commercial and rural developments, including farm diversification and equestrian schemes and rural workers dwellings.


Hannah is able to advise on a wide range of both planning and enforcement matters and processes and has worked on planning statements, planning and enforcement appeals, and certificates of lawfulness applications. Hannah also keeps up to date with legislative changes in order to provide the most appropriate and effective advice in terms of relevant application types, changes of use and application requirements.

Panos Konidaris

Senior Planner

Panos Konidaris is a Planner at Bluestone Planning. Panos joined Bluestone Planning in 2019, following completion of his Royal Town Planning Institute (RTPI) accredited MSc in City Planning at University of Glasgow.

During his time at Bluestone, he has been involved in various projects, including site appraisals, preparing planning statements and submitting planning applications, liaising with local planning authorities and consultants.


Lately, he has become more involved with the neighbourhood plan process, where he is assisting with the preparation of desktop evidence for character appraisals and landscape assessments.

Panos has specific knowledge of the Local Authority areas across Southern England as well as the Scottish planning system.

Charlotte Cox

Planner

Charlotte Joined us as a Graduate Planner & Urban Designer in 2022.  she completed an undergraduate degree in BA Urban Design, Planning and Development, and a postgraduate degree in MA Urban Design at Oxford Brookes. 

She has a keen interest for landscape and ecology which has encouraged her to purseu her career in planning and urban design, to connect people back to nature.

Alyssa Birum

Urban Designer & Planner

Alyssa completed her undergraduate degree with a Bachelor of Architecture at the Univeristy of Oregon and postgraduate degree with an MSc in City Planning and Urban Design at Queen's University Belfast.

 

She hopes to work on revitalising public spaces that people want to spend time in and designing for a strong, sustainable future. She looks forward to exapnding her knowledge on neighbourhood planning as well as other residential projects.

Erin Scarsbrook

Graduate Policy Coordinator

Erin Scarsbrook joined Bluestone Planning as a Graduate Policy Coordinator in 2024, whilst completing the last year of her postgraduate MA degree in Public Policy at King’s College London. Erin has also completed an undergraduate BA degree from Queen Mary, University of London in 2021, having been awarded a first-class classification in Politics and International Relations. 

She is keen to use her working understanding of the policy process, in addition to her strong analytical and research background, to support clients with urban and regional development planning, ensuring projects meet regulatory standards and drive sustainable development.
